Local Government – Who Does What
Our local government structure consists of Hertfordshire County Council, Welwyn Hatfield Borough Council and Northaw and Cuffley Parish Council. We are in the Hertsmere Constituency, for all matters concerning central government. Each level of government have different duties to perform.

LOCAL GOVERNMENT
Not all communities have a Parish Council, for instance there is no Parish Council for Goffs Oak, but where they exist they occupy the third tier of Local Government.
The first tier in our area is Hertfordshire County Council, whose functions include Education, Social Services and Highways, and the second tier is Welwyn Hatfield Borough Council, whose functions include Planning, Leisure, Housing and Refuse Collection.
The Parish Council does not have statutory responsibilities in the same way as the other two tiers. Our day to day functions are focused on management of local assets such as car parks and open spaces, but we do have a role in representing the local community to the other two tiers of Local Government and other agencies such as the Environment Agency.
It is therefore particularly important that we receive feedback from residents about local issues of concern so that we can present these views to the relevant statutory agencies.

Services include:
- Children’s services and schools: Including school admissions and transport, free school meals, fostering and adoption, and child protection.
- Highways, roads and pavements: Including reporting a faulty streetlight or pothole and roadworks.
- Adult social services: Including social care, blue badges, bus passes, day services, services for carers and reporting concerns about an adult or a care home.
- Transport (including blue badge): Also includes bus passes, bus travel (Intalink), Hertfordshire Savercard and HertsLynx.
- Waste and recycling: Including recycling centre locations and opening hours.
- Libraries and archives: Including renewing a book, browsing the catalogue and opening hours.
- Driver training courses: Book onto a course, including national Speed Awareness courses.
- Births, deaths, marriages and citizenship: Including making a registration appointment and ordering copy certificates.
- Fire safety: Contact us about fire safety enquiries, home safety checks, school visits and business premises concerns.
- Planning: Including details of district and borough council planning services.
- Press enquiries: Press office contact details for journalists or the media, including phone numbers for out-of-hours enquiries.
- Trading Standards and Fraud: Including business advice and how to report a trader or fraud
