HERTFORDSHIRE COUNTY COUNCIL

PEDESTRIAN CROSSING AND ROAD HUMPS NOTICE (PLOUGH HILL, CUFFLEY) 2025

NOTICE is given that the Hertfordshire County Council in order to improve road safety proposes under Section 23 of the Road Traffic Regulation Act 1984 to construct a zebra pedestrian crossing facility on that length of Plough Hill, Cuffley as specified in Schedule 1 to this Notice.

It is also proposed under sections 90A – 90F of the Highways Act 1980 and in accordance with The Highways (Road Humps) Regulations 1999, to install speed cushions in those lengths of Plough Hill, Cuffley as specified in Schedule 2 to this Notice. Documents giving more detailed particulars of the proposals may be viewed from 15 January 2025 during office hours, at Main Reception, County Hall, Hertford, or on-line at www.hertfordshire.gov.uk/trafficorders by selecting Welwyn Hatfield and looking at Ref: WH00624.

General enquiries relating to the proposals should be referred to the Highways Engineer concerned Khayam Akram tel: 0300 123 4047 or khayam.akram@hertfordshire.gov.uk.

Objections or other representations to the proposals should be made in writing to tro.team@hertfordshire.gov.uk or TRO Services Team, Postal Point (CHO242), Farnham House, Six Hills Way, Stevenage, SG1 2ST by 5 February 2025 stating the grounds on which they are made.

SCHEDULE 1: Zebra pedestrian crossing facility– to be located on that section of road listed below and as set out in the scheme plan – Part of Plough Hill – centred on a point 8.9 metres north west from the property boundary between 2 and 4 Plough Hill.

SCHEDULE 2: Speed Cushions – to be laid in pairs and installed on those sections of road listed below and as set out in the scheme plan – Parts of Plough Hill –

(a)centred on a point 2 metres south east from the property boundary between 29 and 31 Plough Hill.
(b)centred on a point 3.8 metres north west from the property boundary between 12 and 14 Plough Hill.
(c)centred on a point 1.3 metres north west from the property boundary between 2a and 2b Plough Hill.

The speed cushions will be constructed at a height of approximately 65mm above the existing carriageway with on/off gradients of approximately 1:8 and side gradients of approximately 1:5.

Consulting on this scheme is a statutory duty of the County Council.
