You are summoned to attend the Meeting of Northaw & Cuffley Parish Council that will be held at 7pm on Wednesday 9th September 2026 in Cuffley Hall, Maynard Place, Cuffley EN6 4JA.

Your presence is summoned for transacting the business outlined in the agenda below.

The meeting is open to the press and public unless the Council do otherwise RESOLVE to enter private session where members of the public and press are excluded.

26/27-31        APOLOGIES & ANNOUNCEMENTS

To receive and accept apologies for absence

26/27-32        DECLARATIONS OF INTEREST

a)To receive declarations of interest from members regarding items on the agenda

b)To receive any written requests for dispensations for declarable interests; and

c) To grant any requests for dispensation as appropriate

26/27-33        QUESTIONS FROM THE PUBLIC

Members of the public may ask a question, make representation, or give evidence in respect of the business on the agenda for a maximum per item of 3 minutes.

26/27-34        MINUTES OF PREVIOUS MEETINGS & COMMITTEES OF THE PARISH COUNCIL

To accept and confirm the minutes of the Full Council meetings held on Thursday 16th July 2026 and Thursday 23rd July 2026 are a true and accurate record. 

 26/27-35        FINANCE

 Council to review and agree the following financial matters:

a)To retrospectively approve July and August 2026 BACS payments, paid under delegated authority.

b) To delegate authority for the September and October invoices, to be set up for payment and retrospectively approved by Council at the November 2026 Parish Council meeting.

c) A report relating to a budget increase request for Councillor and Officer training.

d) To approve the list of routine payments made via direct debit and standing order.

 

26/27-36        COMMUNITY GRANT APPLICATION

To review, approve and award expenditure to a grant application received for Community Grants 2026/27. There is £12,500 allocated in the 2026/2027 budget for Community Grants.

Papers sent to Councillors only as they contain financial and operational information but redacted papers available on request.

a) Sowing Seeds Preschool – requesting £5,000.00

26/27-37        LANDOWNER & LEGAL MATTERS

a) To consider a report relating to the recent Oak Processional Moth infestation at KGV

b) To consider a report relating to vehicle parking on Northaw Green.

c) To consider a report relating to the completion of the required Tree works detailed in the Maydencroft tree survey carried out in January 2025.

d) To consider a report relating to a proposal to continue the monitoring of the boundary wall in the Millennium Garden.

26/27-38        PLANNING

a) To consider a report relating to the appointment of a specialist planning consultant to draft a Reg 19 Local Plan consultation response on behalf of the Council.

26/27-39        PARISH ADMINISTRATION

To note a verbal or written report from the Clerk of the meeting to include the following items for debate, discussion and instruction as required:

a) Clerk of the meeting’s report

b) To approve the inclusion of a page of contact details for local non-profit or charity organisations in Update magazine from issue 91 (March 2026), with the administration, and updating, of these contacts to be delegated to the NCRA.

c) To confirm the date of the Christmas Lighting ceremony switch on, suggested to be Friday 27th November 2026, and to suggest celebrants to switch on the lights.

d) To note an upcoming Welwyn Hatfield Borough Council Community Governance Review pertaining to Newgate Street Ward.

e) To note any matters for report since the issue of this agenda – these items will be for information only and no decisions other than to agenda an item for future discussion

f) Councillors may ask any questions of the Clerk of the meeting relating to business on this agenda or future business

26/27-40        QUESTIONS FROM THE PUBLIC

Time permitting and only at the Chair’s discretion members of the public may be offered the opportunity to ask a question on the business discussed.

 

If the Council resolve under the Public Bodies (Admissions to Meetings) Act 1960, the public and representatives of the press and public and broadcast media must be excluded from the meeting as in consideration of the items of business their broadcast or publicity would be prejudicial to the public interest due to the confidential or commercial nature of the business to be transacted.
