You are summoned to attend the meeting of Northaw & Cuffley Parish Council that will be held at 10am on Thursday, 16th July 2026 at the Parish Council Offices, 7 Maynard Place, Cuffley EN6 4JA.

Your presence is summoned for transacting the business outlined in the agenda below.

The meeting is open to the press and public unless the Council do otherwise RESOLVE to enter private session where members of the public and press are excluded.

 26/27-14       APOLOGIES & ANNOUNCEMENTS

To receive and accept apologies for absence

26/27-15       DECLARATIONS OF INTEREST

  1. To receive declarations of interest from members regarding items on the agenda
  2. To receive any written requests for dispensations for declarable interests; and
  3. To grant any requests for dispensation as appropriate

26/27-16       QUESTIONS FROM THE PUBLIC

Members of the public may ask a question, make representation, or give evidence in respect of the business on the agenda for a maximum per item of 3 minutes.

26/27-17       MINUTES OF PREVIOUS MEETINGS & COMMITTEES OF THE PARISH COUNCIL

To accept and confirm the minutes of the Annual Council meeting held on Wednesday 13th May 2026 are a true and accurate record.

26/27-18       REPORTS FROM WORKING PARTIES & ADOPTION OF TERMS OF REFERENCE

  1. To consider a report from the KGV working party
  2. To note a report from the Highways and Footpaths working party.
  3. To adopt the Terms of Reference for the following committee and working party:
    1. HR/Staffing Committee
    2. Highways & Footpaths Advisory/Working Group

 26/27-19       FINANCE & INTERNAL AUDIT 2025/26

                    Council to review and agree the following financial matters:

  1. To retrospectively approve the May (Month 2) and June (Month 3) payments paid under delegated authority, resolved at the last Council meeting (26/27-09b).
  2. To delegate authority for the July (Month 4) and August (Month 5) invoices to be set up for payment and retrospectively approved by Council at the September 2026 Parish Council meeting.
  3. To receive and note the internal auditor report for 2025/26.
  4. To note and approve any action plan resulting from recommendations made in the internal auditor report 2025/26
  5. To receive and note the internal auditors signed page 3 of the NCPC Annual Governance Annual Return 2025/26

26/27-20       FINANCE – REPORTS ON PROPOSED EXPENDITURE AND ACTION

  1. To consider a report regarding a request for an additional litter bin in the Millennium Gardens, Cuffley
  2. To consider a report regarding the proposed relining of Maynard Place Car Park.
  3. To consider a report regarding the bi-annual maintenance and planting of the troughs in Northaw.
  4. To consider a report regarding the Cpt. WL Robinson VC memorial rededication event on 3rd September 2026.

 26/27-21       LANDOWNER & LEGAL MATTERS

  1. To review a report detailing a request from the Tennis Club regarding Padel Courts.

 26/27-22       PARISH ADMINISTRATION

To note a verbal or written report from the Clerk to include the following items for debate, discussion and instruction as required:

  1. Clerk’s report
  2. To note any matters for report since the issue of this agenda – these items will be for information only and no decisions other than to agenda an item for future discussion
  3. Councillors may ask any questions of the Office Manager relating to business on this agenda or future business

26/27-23       QUESTIONS FROM THE PUBLIC

Time permitting and only at the Chair’s discretion members of the public may be offered the opportunity to ask a question on the business discussed.

If the Council resolve under the Public Bodies (Admissions to Meetings) Act 1960, the public and representatives of the press and public and broadcast media must be excluded from the meeting as in consideration of the items of business their broadcast or publicity would be prejudicial to the public interest due to the confidential or commercial nature of the business to be transacted.
